Nowadays, with the increased use of modern media, information is undoubtedly richly available. The new technologies added to the unprecedented wealth of available information are translating into the resurgence of self-sufficiency among individuals globally. Moving most services online has therefore been common and of paramount importance. Various action plans have already been initiated globally to adapt to this shift including the Europe 2002 Action Plan which was endorsed by Feira European Council (June 2000). The objective of such action plans has been to develop efficient contemporary public services including a dynamic e-business environment. This has been facilitated by widespread broadband access availability at competitive costs and reliable information infrastructure. According to various e-governments including EU e-Government, vehicle registry is among the twenty top indispensable public services primarily targeted to citizens. Consequently, the provision of such a service through digital technologies will be online (EU, 2006).

This document creates the foundation for the processes that support the project’s development, simulation, and analysis of the vehicle registration process in Abu Dhabi and how the business management process approach is used during automation (automating the manual tasks to a greater extent), improvement (decrease service time and the associated outlay, integrate with the systems and the registers, shifting services to a single window system) and understanding of the new, used, or imported vehicle registration process. It covers the verification of the project deliverables and the continuous improvement of the project processes. In addition to this, it introduces web-based services as a tool for dissemination.

The online vehicle registration project is a project initiated to provide efficient and effective procedures for registering vehicles. This project seeks to utilize the online platform including the web-based services to move the registration online. The project, therefore, requires more input and a wider understanding of the critical issues involved in online registration processes.

Despite modernization trends being widely adopted in various places around the Globe, the online vehicle registration procedure is very recent and still taking root in many nations. This project will therefore be the first of its kind as it seeks to lay the foundation for online vehicle registration in Abu Dhabi.

The registration of vehicles is done in Abu Dhabi along various streets including Al Saada Street, and Al Muroor Street. Abu Dhabi, which is also the official Abu Dhabi Emirate, is among the seven Emirates constituting the renowned United Arab Emirates (UAE). Lying on a T-shaped island extending from the central western coast to the Persian Gulf, this is the UAE capital and also the leading emirate by area measuring 67,340 square kilometers. With 921,000 people (2013), it is the second largest in the Emirates in terms of population. Abu Dhabi has developed rapidly to a metropolis level, which when coupled with the population’s relatively high average income, has enabled Abu Dhabi to be transformed into an increasingly larger and superior metropolis. Currently, the city is the center of all commercial, industrial, political, and cultural activities in the country.

The online vehicle registration project is a service-based project. As such it aims at enhancing the performance of business processes to satisfy the core parties involved. These parties, who are its target customers, are the members of the public who require vehicle registration services. The project targets adults of both genders including the vehicle owners, the insurers, the registration department, the vehicle importers and exporters, and the overall auto industry. The project is aimed at maximizing the potential market in Abu Dhabi; which by all standards is enormous, considering the setbacks of the manual registration process.
