Accurate information plays an important role in keeping the police force update of the various criminal patterns, techniques as well as other offensive but life-threatening activities that can endanger the lives of many innocent people. Therefore, the Incident-Based Data System can be used as a basic source that could provide the maximum support for the maintenance of the information that can give the complete insight on various criminal activities. It is worth-mentioning that NIBRS provides with the basic crime analysis and helps the law enforcement agencies to a greater extent.

The fundamental goal behind the implementation is to assist the local law enforcement bodies with a complete crime information tool that possess the detailed data elements aimed for the analysis of severe crimes. Ironically, the NIBRS has not gained an extensive acceptance by many local and state law enforcement bodies due to various misunderstandings on usage and implementation. Many efforts have been made by adding the seven impediments in the Joint Document of the Bureau of Justice Statistics and the Federal Bureau of Investigation but yet again the benefits related to the sound implementation and practice of NIBRS remained uncertain (BJS, 1997).

However, it is believed that NIBRS can be best used for collecting data and reviewing it at macro-level as it has failed to provide the in-depth information to local law enforcement agencies but if implemented and utilized properly it can generate significant results for the local law enforcement bodies. The NIBRS is an advanced data system that is designed on standardized outlines for providing the accurate incident level information that cab be utilized significantly by all the concerned law enforcement jurisdictions.

The data collected sets as an important asset to update the entire authorities and other sources related to the field of criminology. As it has been discussed earlier that the data collected by NIBRS holds a great importance to the local law enforcement agencies which makes them capable to argue and analyze well on dealing with the criminal activities more vigilantly and also helps them to allocate their resources needed to tackle the crimes more effectively (FBI, 1999). It has been estimated that nearly 36 percent for about 6500 of the total of US law enforcement agencies gathers and transfer the concerned data to NIBRS.

Therefore, it becomes essentially important for the agencies for controlling the rate of crimes, to take a step forward in participating with the efforts of NIBRS for timely and accurate data that would help in coming over various crimes and criminal activities (Cernkovich et.,al., 1985). The question that rises over here is to measure the significance of NIBRS for controlling the sales, distribution and possession of narcotics which is considered as a severe crime. There are several factors that determine that why there is the need of strict controlling measures.

These are as follows: - Narcotics-related offenses affect the population widely regardless of the communities. - The NIBRS helps the law enforcement agencies to analyze the narcotics-related offenses more specifically. - It is hard to trace the criminals involved in drug dealings because of their high mobility and access to different locations.
